 Chief Minister Youth Self Employment Scheme

Mukhyamantri Yuva Swarozgar Yojana is being operated with the aim of providing self-employment opportunities to the educated youth of the state. Under the scheme, loans up to Rs.25.00 lakh for setting up industries and Rs.10.00 lakh for service sector are provided through banks.

There is also a provision to provide 25 percent margin money by the state government, which is maximum Rs 6.25 lakh for industry sector and maximum Rs 2.50 lakh for service sector.

 For this, the candidate must be a native of Uttar Pradesh and must have passed high school.

The age of the candidate should be between 18 to 40 years and he should not be a defaulter from any financial institution.

After scrutiny under the scheme, the applications of the selected candidates are sent to the bank and the loan is sanctioned and disbursed.

Under the Uttar Pradesh Micro, Small and Medium Enterprises MSME Policy, a provision has been made to run Mukhyamantri Yuva Swarozgar Yojana to promote micro enterprises. Therefore, with the objective of providing self-employment opportunities to the educated unemployed of the state, it has been decided to run Mukhyamantri Yuva Swarozgar Yojana. The guiding principles of Mukhyamantri Yuva Swarozgar Yojana are as follows:

Under the scheme, micro units of the total project cost up to Rs.-25.00 lakhs in the industry sector and 25 percent of the total project cost to the micro units of the total project cost up to Rs.10.00 lakhs in the service sector, maximum Rs. 6.25 lakhs for the industry sector and service sector. Margin money will be made available to the extent of maximum Rs. 2.50 lakh, which will be converted into grant after successful operation of the enterprise for 02 years.


2- Under the scheme, the general category beneficiaries will have to raise 10 percent of the project cost as their contribution. The limit for special category beneficiaries such as SC / ST / OBC, minorities, women and disabled people will be 05 percent of the total project cost.


3- The total project cost will include capital expenditure (excluding cost of land purchase) and one cycle of working capital. The project cost may include taking workshop/workshed on rent but the cost of tax will not be included in the project cost.

5. To get the benefit of special category beneficiaries, the attested copy of relevant certificates issued by the competent authority will have to be attached with the application form.


Under the scheme, financing will be done by nationalized banks, regional rural banks and other scheduled banks. 


ELIGIBILITY CONDITIONS


1- The applicant should be a native of Uttar Pradesh and his age should be between 18 years to 40 years. 

2 The minimum educational qualification of the applicant should be passed High School or its equivalent. 

3- The applicant should not be a defaulter of any nationalized bank / financial institution / government institution etc. 

4 The applicant should not have availed benefits under the Prime Minister's Employment Scheme, the presently run Prime Minister's Employment Generation Program, Chief Minister's Employment Scheme or any other self-employment scheme run by the Central or State Government.

5- The applicant or any member of his family will be benefited only once under the scheme. It will be mandatory for the applicant to submit an affidavit regarding fulfilling the eligibility conditions.

• The selection of the beneficiary is done by the District Working Group Committee constituted under the chairmanship of the District Magistrate by interview.

 Guidelines for filling the online application by the applicant

1. First of all the applicant will start his/her registration through the new user registration link available by going to the applicant login option available on the portal (https://diupmsme.upsdc.gov.in/en/) for online application.


2. After this a new popup page will open on the portal on which the applicant will fill all the fields including the name of the scheme (the scheme in which to apply). Applicant's name, date of birth, father's name, mobile number, email, and district name security code (captcha) are included.


3. If the applicant has already registered, then he will come directly to the registered user login and click on the login button after entering the user ID, password and captcha obtained from serial number  


4. Thereafter the applicant will change his/her password and will again login to the portal's login page with his/her User ID and new password.


5. The applicant can get the list of all the mandatory attachments on the schemes available on the portal by clicking on the related scheme coming in the important instructions for the online beneficiary scheme.


6. All enclosures to be uploaded by the applicant should be clearly and correctly visible. In case the entries are not uploaded explicitly, such applications will be returned to the applicant on the portal for re-uploading. Otherwise the application is liable to be rejected.


7. By making entry in the e-Form, the applicant shall ensure that the scanned copy (JPEG/PDF) of all the necessary documents/enclosures to be attached therein having a size of 300 KB or less and the latest passport size photograph having a size of 20KB or less, available with him.


8. Thereafter the applicant will fill the e-form (online application) in the following three steps > applicant will enter all the fields available in the e-form (online application).


> Uploading of all the documents as per the plan.

Print out the affidavit (if required in the scheme) and upload the notary attested copy.


9. After this, the applicant should take a print out of the draft copy of the application and check all the entries properly, if there is any error in the application, then correct it by going to the relevant option.

10. All the enclosures uploaded by the applicant should be clearly and clearly visible on the portal.

11. After this, go to the copy option of the application and submit the final. Once the final submission is made, the application cannot be modified.


12. After final submission of the application, take a printout of the application copy.


13. The applicant can get the updated application status by entering the application number on the application status available on the portal.
